GT:Shipping window changes for PickList Transactions

This window setting turns on the functionality for this window.

If the setting is on, it will suppress sending any files to the TEE server, as they would already have been processed during the Load transaction. When the "Ship" button is pressed, the Whistle database tables will be set to a completed state for this picking/loading/shipping transaction.
